It appears to be a picture of a bird (possibly a parrot) with its mouth open a bit like it's smiling looping it's head around in a circle like it's dancing, it's a looping gif.

Also I'm brand new here and don't know how involved I will/won't be but I'm also interested in making online friends if you're still looking :)
